Sounds like it's in the whizzer BW. If so, kneading it to work some of the starch out of it will smooth it out a bunch and if you go too far you can spritz back some stiffness to 'taste' with cheap lacquer hairspray.
I sense there is some wisdom and experience in your comment - can you elaborate a bit more as I'd like to learn more about the whizzer on these drivers ?
