so I can make new thread ,but can't make any kind of reply?
is it an ip thing or a general situation?

Hi geargeeksp, you are under moderation when you first join. Normally there will be a short delay before a moderator sees your post and approves, but occaisionally there may be no moderators around for some time. It seems that this has happened today.
