Not sure about the chip but there is a write up of a similar one here:
Review, Tested: Generic USB FM Transmitter (FM_MIC_V5.0.9) | Gough's Tech Zone
And another here:
Manufacturer of the SOC is likely to be Jeilin Technologies, Taiwan.

And another here:
MP3 Player Module with BluetoothThis JQ-D015BT module has the AC181IDE1234-01 SoC manufactured by JL (logo that looks like a PI symbol). It has built-in music decoders, Bluetooth circuitry, memory card interface, and display drivers. By placing everything on a single chip, there is virtually nothing on the board except some SMD resistors, capacitors, and a clock crystal. However, all of this is good for the consumer because you get something that costs virtually nothing to produce and use. SoC technology is progressing at a fast pace and factories in China are already producing the next generation of modules that can decode audio and video. Consequently, there is a huge selection of modules offering a wide range of functions for all sorts of applications.
I was not able to find any information about the AC181IDE1234-01 SoC, as these technologies are usually kept secret. Manufacturers usually do that when they want to prevent anyone copying their designs. However, if you have a block diagram or datasheet, then feel free to send it.

Thank You.
I saw those blog.
Also, on another forum one collegue found an answer.
FM transmitter is http://down.cosou.com/xintechsz.com/QN8027.pdf
Big chip is STM16 MCU...
And there is another question: where can i found an list of AT commands to control this board via UART?
