I think you could refer to an old ham manual and take a look at vacuum tube crystal based colpitts oscillators. These weren't designed necessarily for low phase jitter, but you can employ the same techniques used for low noise SS oscillators. You should choose a relatively high transconductance tube and avoid over driving the crystal. You'll need a good comparator circuit without hysteresis to make your clock waveform. (Take a look at the Kwak clock for ideas.)
I'm not really sure how much this whole approach is worth, but as I have not tried it I can't say much about its actual merits.
Now I am curious..
And possibly I can get my hands on a Wenzel phase noise & jitter measurement set if I try hard enough.
