I need a BB PCM2707 and PCM1798 removed from this board so I can find the short and put them back correctly.

Are you sure the short isn't U9?

If you just need to remove the two ICs and can't find someone with a hot air station, you can try this kludge. Take some thick paper towel and fold it over a few times so that there's a couple layers. Cut a square hole in the middle a little bigger than the IC, and then tape the paper towel to the PCB using kapton tape. Set the PCB down, heat the IC with a heat gun, and lift it when the solder melts.

It's not the prettiest way and it takes longer to set up than using a real work station, but I find I can consistently remove TQFPs without disturbing the other chips around them.
