About jitter.Help from a math guy

Hello guys.I need some help about some jitter measurements from anyone who is good with statistics.

Say we have a clock with 11.000.000Hz mean center frequency,and on the 68% probability window we have +- 0,5Hz Standard dev.

how can we express this in picosecond RMS?

Lots of info and application notes from HP.
Unfortunately ,i am not kidding about the math:):)I want the most accurate,yet fast way to go from the frequency to the time domain,that is from the standard deviation in Hz to psec_rms ,and i am quite rusty on these stuff.
