Digital Audio Signal

Hi,
I am using a fiberoptic cable to send the digital audio out from my Dishnetwork Hopper 3 to my Carver Theater Grand IV receiver. I am also using a fiberoptic cable to feed the digital audio out from my OPPO DVD player to that same receiver. When listening to the DVD player, I have my Preamp's volume control set much lower than the Hopper 3. Leading me to conclude that the 'signal strength' of one is lower than the other. I know that it is 1's and 0's . Is there any way to boost that lower signal?
