TDA2030 is one of the cheapest chips with good sound. But in a amplifier the most expensive parts are the radiators and the transformer.
A bare chip can give power up to 18 watts. It is suitable for satellits. A circuit with additional transistors can give 35 W for 4 Ohm load. The bridge circuit also gives 35 W, but for 8 ohm load.
Schemes are in datashit and there are a lot of them on the Internet .

Can you guide me to a proper 2.1 design utilizing this chip.
 
The choice of the scheme depends of the availability and the values of the components.
What speakers do you already have? what is their power and resistance?
And if you are going to build an amplifire based on TDA2030 chips with a total power of 70 watts you will need a transformer of 80 W at least. Its secondary coil must be ~30 volts or it may be two coils ~15 volts each. Do you have one such?
