It doing this with nothing connected pretty much confirms it is instability of some sort, which could be either a design issue with the circuit or a problem with layout and implementation. Perhaps more of a design issue actually, based on the fact it does it with no signal present.
Padding the pots is the (easiest) way to go to stop it happening.
