I see from your other posts that the small TL594 driven power supply with the 2 fets should charge C11 and C12 to 17 volts. I am only getting about 8v And all components check ok. The square wave drive from the 594 amplitude in only 5v.
And then the other power supply (TIP 41c and TIP42c) supposed to be at 12V is at almost 16v.

Be aware that this circuit on the secondary side of T1 is isolated and is not referenced to Chassis or Signal GND. Did you measure the voltages on C11 & C12 across the capacitors? The ZX15001 small supply should read ~18 volts DC.
It's odd they would both be 8 volts, Measure the voltages around U1-TL594. You can use the Power or Signal Grounds. Post your results.
