The IC does produce output when those two pins are connected. The amp powered up through a current limiting resistor and a five amp fuse and has +/- 50 volts on the rails. No significant current pull at idle.
You'll need to look at the input of the 2 comparators and see what's driving it into protection, assuming that the transistor that was between pins 4 and 14 wasn't defective.
