Is it normal for these 10ohm resistor to get hot?

Hot but not self-desoldering hot.

Are the caps in series with them shorted?

Is there excessive ringing on the transformer?

That the zobel network for the power supply?

They are both series RC networks but in the power supply they damp ringing and are generally referred to as snubbers (as stated).

In the audio section, the Zobel (same RC configuration) is across the output and is used to stabilize the output stage when driving reactive loads.

They not desoldering them self's and the caps not shorted.
For excessive ringing i will scope it tomorrow.
