With the voltages you posted for the IC, if you had no voltage on the SD pin with it unsoldered, the IC would almost certainly have to be defective.

Two of the 3415 are running a bit warm and they do not match date codes. Someone else changed these I believe I bought the amp. For 35 online to repair it. I changed a few diodes, the ic, lm339's. Touched up soder joints.

It's shorting my outputs transistors on one bank. The set that was mismatched I was removed and replaced with four new transistors it instantly shorted them?

With good FETs installed (you can use the ones you pulled if they're not leaky/shorted) and the rectifiers removed, you can check the drive signals with the scope ground on leg 3 and the probe on leg 1. Do not try this with a mains powered scope with the rectifiers in the circuit.
