when checking op amp parts in car amps
should i all ways start with the one closest to the rca jacks?
do they seem to good bad first?

Look at the schematic and find the op-amp that is first in the input chain and test them on down the line to see where the problem is. Depending on the op-amp but most are Vcc +/- on pins 4 and 8 and output pins are 1 and 7. If you have dc on the output pins of one or more op-amps you need to find the one that is leaky.
If you de-solder pins 4 and or 8 it will disable it.
If you de-solder pins 4 and or 8 it will disable it.
