It must not be removed. The Transistors must NOT be allowed to sit directly against the Chassis..................or BANG!!!

No, so long as you use that Thermal Strip/Sheet.
There was no Thermal Paste to remove. Was there?
With the Thermal Strip in place, bolt the Transistors down and then measure for any continuity between the Chassis and the Transistor Tags. There shouldn't be any.
Then you're good to go.
