I am thinking about picking this sub up for $40 what do you guys think give me your options

To determine if it's properly tuned requires that you define what you want. Many of these pre-fab 4th order enclosures are designed to produce significant output in a very narrow band. This can make them impressive in that narrow band but can also make for a 'one-note' system.
After you decide what you want, you have to know what your vehicle's transfer function is and then tune the enclosure to provide what you want.
Generally, it's difficult to change the response of a pre-fab enclosure because the two halves of the enclosure have to be designed to work together.
