Already re-soldered q201 & ic's. Will check this caps.
What do you think about 23 volts? Could it be a problem? I check Q1 voltages and it is 23 on j3. May be it should be replaced or 20-23 it is ok?
Yes, 23V is a bit high but not problematic I would say.
What voltage do you read at collector Q1? You could replace C1 and C3.
Where is J3? Or did you mean C3?
If the voltage selector is set to 220V you could read some higher values.
Switching to 240V should better that.
I assume you have some 40V on J1? Also slightly higher.

I was thinking about full recap. How do you think Polyester and ceramic caps are usually ok? I need to change only electolytic?
My gut feeling came from the fact that it would never take hours for transistors, IC's or other parts to return to normal state.
I would think that caps apparently can do that.
