trying to make this kit enclosed is the schematic as i have
little knowledge in electronics is this crossover supposed
to work with +/- 6 volt regulated dc rails

According to the manual, yes they spec out +/- 6v DC rails. It would likely operate fine on anything up to +/- 15v if that's what you have available.
But in the picture it looks like you already have an onboard rectifier and voltage regulators installed? If that is the case then you will just need to supply AC power from a step down transformer.

Looks to me like the sub out is 6dB louder than L/R. You can run it on +/- 6V but if it were mine, I'd use
+/- 12 or 15V. I like headroom. I'm just old fashioned.

Nice little circuit. My XKitz run with a single supply and artificial ground so power on and off thump is horrible. Balanced supplies, if tracking, can be much better.
As you know the input impedance, you can add a good cap to the input as a subsonic filter.
If you really want to understand active crossovers and small signal design, I recommend D.Self books on the subject.
