Good quality active preamp

Gooday all,
Can somebody plse show me in the right direction for building an easy good quality preamp for hi fi use. I'm currently using an AVR's pre outputs and it is only putting out 250mv. I need at least 1V on the preamp output to drive my power amp to full volume. It would be good to have tone controls as well. I have got an old Nad 1000 monitor series preamp, but I would prefer to do a diy build.
The preamp will be connected between the AVR pre- out and the power amp.

At this time looking for a preamp (prefer chip/opmap over discrete) for LM4780 build
with...
1. One analog unbalanced input to connect to a CD player source
and following controls
2. Volume
3. Bass
4.Treble
5.Balance
