I have had good luck with the M-audio Delta 1010 for multitrack recording, although it is about 10 years old at this point.
Next time I revisit this I am going to consider a firewire or USB interface device instead of PCI.
I have heard good things about the E-Mu 1616m which is available as a PCI or PCMCIA Cardbus with an external breakout box.

Behringer UCA202 isn't the worst thing ever. It's based on the same sort of Burr-Brown USB audio device that's found in some very much more expensive boxes.
There's also the ADSTech "Instant Music", which uses the same chip as the UCA202. It performs better in RMAA loopback tests, and has Toslink in and out as well as line level RCA. I've used one for recording with no problems, using the Toslink input from a Behr. SRC-2496 operated as an ADC. Either of these USB devices should cost well under 50 quid.
