my upc1237 speaker protection board is designed for 24v relay... I will use a 12v relay. With 7812... Upc1237 vcc pin 8 resistor 6k Should I replace it with 3.9k or4.7k

Use it as intended, so 24V minimum.
As the suggested schematic clearly says:

Just curious: do you have a 12V powered amplifier??????
What voltages (DC and AC) are available at your power supply?
How many relays do you plan to use, just one?

If you examine the circuit, upc1237 of each relay separately, 1 relay for each upc1237
each channel of the circuit has 1 upc1237
