For a tube Baxandall tone control circuit where the design show 500K pot, what effect would it have if the 100K pot is used.

Load the tone stack calculator from here http://www.duncanamps.com/software.html a Passive Baxandall is called a Jones network. you can substitute different values to check them out.
a passive tone network should be made with A law Audio pots. Beware the passive tone controls on eBay, they have linear pots and don't track properly!

To be more clear:
Baxandall tone controll circuit can be built as well with 100 k potentiometers as with 500 k potentiometers.
Ofcourse the values of other components should be recalculted accordingly to get proper frequency response and operation.
