Bipolar tone control opamps and no DC blocking capacitors on the wipers - it will be crackly.

Any DC on the wiper will cause loud crackles if the pot isn't perfect as the current is interrupted over bumps on the track and the input stage briefly saturates full-swing.

This is why JFET opamps are commonly used for tone-controls, or DC-blocking caps and separate DC bias paths.
