By <$2 (USD), I mean it can be $0.20, like the Dale CMF/RN metal-film that I'm currently looking at. Also looking at Ohmite, both the metal film and carbon comp. My budget can stretch till $2.
As they're meant for building attenuators - just a simple 2-resistor potential divider, I'm not sure if I can live with 5% tolerance of the Ohmites unless I hand-match them. On the other hand Dales are available @ 0.1% for 50 cents.

I use the Vishay CMF55's all the time for through-hole. Surface mount resistors can be really good for a project like this (attenuator). I found that the impedance of garden variety R1205 to be about the same as CMF55s.
+-5% is not acceptable for a switched stereo attenuator. That would give nearly 1dB of imbalance as you switch through the attenuator.
2% matching would be OK. Absolute accuracy is not required for music listening attenuator.
