ok the amp im fixing is a 1000.d i got it to power on with all new out puts but still dont play and it only draws 1 amp.
I'm assuming that it's the 16-st1000d. Correct me if I'm wrong.

Is there any DC on the bussbar that's between the transformer and the filter caps?

Have you operated all of the switches and pots through their entire range?
If so, did the amp ever produce audio or any noise?

Set the scope to 5v/div and 2mS. Drive a strong signal into the amp. Do you see any audio on that bussbar?
If the relay is engaged and there is audio on that bussbar, the relay is defective, there is a bad solder connection on the relay, there is a break between the bussbar and the relay or there is a break between the relay and the speaker terminals.
If you connect a speaker to the speaker terminals and there is audio on both the positive and negative speaker terminals, there is a bad connection on the negative speaker terminal.
If you connect a speaker to the speaker terminals and there is audio on both the positive and negative speaker terminals, there is a bad connection on the negative speaker terminal.
ok i replaced the relay and the speaker is pulsing and one output transistor smokes and the power and protec light blinks on and off fast
Check for solder bridges or other similar problems. Replacing the rectifier shouldn't have caused the problems you described.
