I am planning to build a pair of Conistons (http://p10hifi.net/FH/downloads/Lake-District-maps-080909.pdf). I seem to have trouble obtaining wool felt in 15mm thickness as damping lining. Is there any alternative I can use? What about acoustic foam (I have 20/20mm)? Would this be an alternative?

Not foam. Vile stuff. A decent natural fiber carpet underlay, BAF wadding or similar will do fine.
