I think vs1011e must to have mcu to read sd card, This board no have mcu and it can read usd & sd-card too. like pcm2903 chip but this chip can't interface with sd-card.

From the DS its saying that the chip can work without an MCU. The relevant webpage says it can be used to build a stand-alone mp3 player. If there is an SPI EEPROM that is, which I can't see on your picture although there is a site for it on the PCB.
So perhaps the chip is a Chinese copy of the VLSI part. My eyesight isn't good enough but it may be the same part as used in this Chinese player which is also functioning without any external memory.
