These are from A&D Audio. I would like to use them for HT.
Can they go loud and low? I would like to use them in a dual sealed box.

Have you heard of WinISD? you can use it to design a box suitable for the speaker, they have an xmax of 6-7mm which is not a lot, but the large surface area would make up for it to some extent, also the Fs is in the 35-40Hz area, that is a bit high for home theatre.
What are you size restrictions for the box? It might work in a large Horn sub!

Those are pro audio woofers
The resonant frequency is rather high so a sealed box is a no go. Ported or passive radiator can be tuned to 27Hz if you are careful and don't mind a large box.
Horn loading two of them would be a giant box! Do you own the woofers or are thinking about using them? First figure out how low you need (15 to 20 Hz for HT sub) how loud you want it to be then how big you can go. Those eighteens would be great for music in a sealed box but you'll lose the bass at under 40 Hz unless you EQ heavily.

Ideally they are for HT and I am considering buying them because they are made near me(China).
They aren't rated for HT use, are they?....

Those will probably be terribly boomy without a massive vented cabinet or a horn which could easily consume half of your living room if built properly large to get those to play well.
Those drivers you linked are most likely made for applications like this:
Concert sound systems
and not for home theater or music use.
I think Hi-Vi (also a Chinese company iirc) makes a couple of decent drivers that would probably perform better as home theater subs in small boxes with plate amps and their gobs of eq, like this kiddo here.
