Yes, it could, though 30Hz was -6dB from 40 Hz.
The excursion minima is probably closer to 35Hz than 30Hz, with 40 volts probably could expect around 123 dB at one meter reaching Xmax at 31Hz.

Ohh and Art made a very detailed build guide!
The builder, a Peavey dealer, had limited cabinet building experience, but he followed the directions well.
The simple cabinet design worked pretty darn good 16 years ago, considering the drivers used, and no simulation used prior to the design.

Yeah , that's because tham was rolled out when there was more activity in the DIY community plus was posted in more forums and in martinsson blog page.

Art did not care about being a star in the DIY movement as he had enough to do doing live pa gigs.

Besides tham is more complicated to build.
And only have one driver.
