Do you have bad connections on the windings?
Is the power supply with those windings on its transformer functioning?
Ya it's just two connections connecting straight to two diodes. Ac voltage across winding is 2.6v. So I dont know if that winding is bad. Other voltages and waveform for main transformer windings are good.

Ya they are measuring good.The winding and connections are not open.
Are the two rectifier diodes good?
I dont see any diodes besides these two. Other side of board windings are not connected to anything.Are there 2 more diodes that are not readily visible connected to those windings?
The only ting I can find close is the diagram below. You can see that it uses 4 diodes.
If yours has the 10 ohm resistor. Is it open?
Do you have DC voltage on the cathodes of the rectifier diodes in this circuit?
10ohm is good. And there are only two diodes.
I powered it up without current limiter and I got 12 volts on low voltage pin but as soon I soldered 2184S it gone to 4v. 2184S is new.
One of the vias was not good. Problem solved. Problem was in the board itself.The only ting I can find close is the diagram below. You can see that it uses 4 diodes.
