I don't have any definitive information but a 1k 2w resistor, a 1uf film capacitor and a 10uf bipolar electrolytic will probably be good enough. Since I've found no reliable 10uF bipolar electrolytic caps, I use 10uF film caps.

It have small voltage coming from separate winding in the transformer. But when I test voltage there is no voltage. I am just seeing one winding connected to two diodes. Picture attached.What a mess.

If it's completely isolated, you would have to measure across the windings to measure the voltage.
If it feeds a 7815 type regulator, place the black probe on the ground terminal of the regulator to measure the input and output voltages.

The Zener has to go to a ground reference. If it's a positive regulator, the anode of the Zener will be the reference (black probe).

I have 4v black probe on com and red on pin 5. This is the same voltage coming from isolated windings.Do you have 12v on the low-side supply pin of the 21844?

Place the black probe on the negative rail.
I placed on negative rail now and I am still only getting 3.5v.
I removed outputs and 21844 and still only 3.6v
