Orion HCCA 5000.1D voltage drop problem

Hello,

I own an Orion 5000.1d amplifier, and I am facing some issues with it. Whenever I connect it to my power supply, the voltage drops by approximately 7 volts from 14 volts. As a result, the amp does not produce any sound output.

I have already checked the transformers for any short circuits but did not find any. I am now wondering if such a voltage drop is normal for this type of amplifier on a test bench
 
What's the current rating of the supply?
this amp has dual terminal am using one side of the terminal
I bought the amp from wholesale to repair and sell

Pull one end of the resistor and measure from each solder pad for that resistor to the primary and secondary grounds. Does that resistor bridge those two grounds together?

What's the resistance between the primary and secondary grounds with that resistor out of the circuit?
