Hi I would like to adjust the onix amplifier quiescent current to 65 which now measures 22mv across one of the 0.22ohm emitter resistors, I am convinced that this value is high
Well 22mV across 0.22 ohms is 100mA. I presume "65" means "A65 amplifier", not "65mA" - ie you are asking about the correct bias setting.

the adjustment is a multi-turn cermet preset close to the heatsinks.
If the circuit uses emitter-follower output section 100mA is a reasonably good value, likely to be close to optimal distortion. You can dial it down a little to run a little cooler, but unless you've got a distortion meter to hand its hard to judge the best bias point.
