Can I use this oil filled capacitors on the dc filter circuit? Voltage dc voltage around 450vdc. I think this is non-polarized cap.

Yes, as an AC rated unit, it can take up to 630 VDC of either polarity.

I would have thought mineral oil or some such. But, I guess they are sealed so as not to go rancid.

And sometimes vegetable castor oil.

The oil is an anti-oxide ( no rust).A protector.
The real dielectric is the paper.
