Click the button, top-right of the page, looks like

BUT you are "new" here. Your first few posts are "moderated" (someone has to approve them), and you might not be able to Start New Thread until you have made a few posts.

This is, of course, to reduce Spam, people who post unwanted sales-messages.

You should be able to make a new thread while under moderation.

Go to the forum you wish to create a thread in and then you should see this button.
