I imagine your only solution to avoid buying an expensive tool is to fit pre-louvred air vent panels to your build. Available in aluminium or even polished stainless.

Yes I've seen nice stainless louver vents in marine/yacht stores.
But recently I found some cheap stainless steel enclosures, ready to go just need louvers.

Well, perhaps a local welding shop metal worker could punch them out? We have had them bend chassis and punch panels before.

I know Rat-Rod Jimmy next door does not have a louverer, but I bet he knows a guy who knows a guy would trade a few louvers for a few beers.

Car/boat size louvers are likely to be too big for our use. Motorcycle custom shops may use smaller ones.
