Speaker not functioning
Does the monitor’s LED light up? No
Have you tried a different power source? Yes
Did you select the correct input at the back of the monitor? (RCA/XLR) Yes
Does the issue migrate to the partner monitor, after you swapped the audio cables between the two speakers? No
I'm not the original owner.
There is power coming into cream colored board but no power leaving. (red / black leads)

Do you have a second one you can measure the output voltage? Also remove the output connector to the amp and check for voltage to rule out a short in the amp. You should be able to find a SMPS of the correct voltage on AliExpress or Digikey. Troubleshooting a SMPS is often futile.

@bobgroger Bob I appreciate your help very much. I measured 115mA @ 24v on output of power board. Can that be right ? for 70watt speaker?(the amplifiers on other board right?) I've been looking at the "Buck" .5amp boards. It was voice and not music when I measured so it fluctuated and that was with gain maxed. Should I measure a steady frequency ? And does it matter the frequency?

70W at 24V would be just shy of 3A. I would go with 5A+ for some margin...
Try an old laptop brick for free - 20V 4A.
