A rare device even for Russia \ Ukraine
To restore it you need:
Polar capacitors all replace
Non-polar - non-hermetic mbm / bm all replace
Clean all silver-plated switches from oxidation
Clean the lamp sockets from oxidation or replace them

Yes.. These device will have all.. From cleaning to new capacitors (if needed) to new paint. There are people now who are helping to translate book.
