Ηelp in repairing an L-EMIM

I have bought a used "High Energy" L-EMIM (the one found in Infinity Epsilons)
that measures "open" with my multimeter.
Anyone knows how can it be repaired?Does this mean that i need a new foil?
Cost?Anyone having experience with these?
