Can i connect the + rail of one unit to the - rail of the other unit to generate a bipolar +/- supply ?

The LRS series does not connect either of supply output terminals to earth and requires user to connect it externally.
The case is however grounded.
This means that it is possible to daisy chain two units to generate bipolar or higher voltage supplies, but you still have to earth the system ground to chassis ground yourself.

Yes, that is correct.
Edit: you also have to connect system ground, usually the power supply center-point, to earth. You can achieve this at the terminal block of the power supplies, by connecting one positive and one negative (the center-point) to earth.
Use a light bulb tester or a variac for first for power on.

The ground terminal from the IEC inlet must be grounded at chassis whether or not you connect it anywhere else.
Also the input RCA (along with all metal exposed terminals/surfaces/accessories) should be at ground potential. This is usually achieved by not insulating them from the case, but this is not always possible. Simply maintain everything at one potential is sufficient, this is usually done by ensuring your circuit ground is at 0V and 0V is also connected to mains earth.
Classically ground lift is not allowed in mains connected equipment, though many DIY projects tend to use it anyway.
