Is there a premade ELF controller, I believe it best described as an adjustable LT that uses pots to change the slope and start point of the eq augmentation.

There is a circuit on Rodd Elliott's homepage. It does not use the "concealment" circuit however.
While both the LTF and the ELF are EQ circuits they work in a different way.
