I would like to use contact cement to bond wood and steel. Do I need to get stainless steel or would regular steel that might oxidize stay bonded? Also would like to use it to bond steel to neoprene.

If you clean the steel well and get a complete coat of cement you should be good indoors. In harsher environments maybe you want to do something better.

Avoid painting raw steel, solvents in contact cement will act as crude paint removers, but you can phosphatize it, which is the simplest cheapest surface treatment.
FWIW most Marshall valvestate (and countless others) are made out of phosphatized sheet iron, remember that dull grey surface.
