Contact cement -- wood and steel

I would like to use contact cement to bond wood and steel. Do I need to get stainless steel or would regular steel that might oxidize stay bonded? Also would like to use it to bond steel to neoprene.

Agree.
Avoid painting raw steel, solvents in contact cement will act as crude paint removers, but you can phosphatize it, which is the simplest cheapest surface treatment.

FWIW most Marshall valvestate (and countless others) are made out of phosphatized sheet iron, remember that dull grey surface.
