if I need 6.6uF for a 1st order on the tweeter, is there any diff if I put a 6.6uF on 1 leg of the TW or 2 nos. 3.3 on each leg of the TW?

You should connect the 2 x 3.3 uF in *PARALLEL* to get the 6.6 uF. I mean, first, you parallel the 3.3 uF with the other 3.3 uF and then you connect the paralleled caps in series with tweeter.
If you put it like this
--3.3uF cap-- tweeter -- 3.3uF cap--
then it equals this
--1.65 uF cap--tweeter--
