Can i replace these two electrolyts with film?

Sure. You could easily get away with something cheaper though, if you have anything else lying around. Polyester or a new electrolytic. Those appear to be only a filter for protection response. When Q17,18 begin to conduct they will cause the output relay to open. The quality of the cap is pretty non critical.
