NEED to know battery chemistry/type/ratings.
Old Lead-Acid is easy. 20VAC, rectifier, and add a couple Ohms in series so the maximum current is as you like it. Charge to 20V. Disconnect, or throw another 100 ohms series to give a trickle charge.
Ni-Cads are somewhat fussier (and "18V" is not a likely rating). Lithium LIon and other exotics require very specific chargers.
ALL batteries can be dangerous if mis-charged.

Samsung have released a statement about their recalled exploding portables.
Samsung are squarely laying the blame on the battery manufacturer.
But I'll bet that much of the blame is actually attributable to the way the Samsung devices charge and discharge the battery.
One press report mentions batteries changing size with charge and suggest Samsung's battery compartment was too tight to allow for this expansion!

How often you are charging with to much current it is damaging the batteries. (dont care old nicad, nimh or lipo, ...)and then for sure it could explode or burn.😱
if you look at some videos of rc cars where the battery is burning...it not funny...please watch out and use a Lipo Safety bag for testing...its not a toy.
