Are these speakers/amp compatible?

Trying to build a PA system for a band, no real knowledge so I'd appreciate any help.

I'm looking at, for speakers, 2 Seismic Audio SA-15T Speakers.
Specifications: 8 ohms, 350 Watts RMS - 700 Watts Peak

The amp I'm looking at is a Behringer Europower EP 4000
Specifications: 4000 Watts, RMS power per channel at 2 ohms - 2000 Watts, per 4 ohms 1400 Watts, per 8 ohms 750 Watts

Would these work together? If not, I'm looking to keep the speakers, what amp specifications would I need?

You are a perfect candidate for powered speakers, no need to try and figure out what pieces go together all the work is done for you. Bad news is you're going to have to spend more than the package above cost to support a full band, but if you keep the drums and bass out of the PA you can get by with much less.

Could you explain what you mean by "get by with much less?" Any recommendations for powered speakers? Is there a difference in sound/quality in powered versus getting an amp & a speaker?

If you just put vocals and maybe guitars in the PA and are playing smaller venues like pubs and small halls a pair of powered speakers like the EV ZLX12's will do it at about $1000 all in. But if you want bass and drums in the PA and are working larger venues then you're going to be spending 3 to 4 times that with much higher output mains and a pair of subs.

Yes and especially with entry level speakers, self powered boxes will sound better out of the box with no additional user adjustments or EQ.
 
+1 for the ev cabs

As far as passive cabinets with an amp goes, look for some Yamaha club series boxes (s115v) to go with that Behringer amp. They'll be able to handle that power. I find it's always best to get an amp that has more power than you need so you can run it in its happy place and not push it into clipping; somewhere around twice the rms rating of the speaker is my ideal sweet spot. Ymmv.
Forget about that amp for subs though. It's damping factor will lead to disappointment, resulting in flabby, uncontrolled bass.

What would you say is the general rule of thumb is in regards to WRMS in speakers & amps?
The industry "rule of thumb" is to have an amp with twice the power the speakers can safely use but that assumes the operator will never push the amp beyond about 1/2 it's potential, so in normal use the amp is never anywhere near clipping. But if you are sending out gear to be used by somebody with no experience or where you know it will get abused regardless what you tell them then it's safer to have an amp with a rated output much less than the speakers,, say for example a 250w amp and 1000w speakers.
