Back to this amp ..

Some of the power supply fets have 13 volts in the middle leg the others only have 6 volts..

Should all of the power supply fets have 13 volts in center leg ?

Not if this is a bridged type supply. Look at the circuit below (different alpine). The FETs with the red lines have 12v. The others in the group of FETs won't be connected to a 12v power source.

Without a service manual, it's going to be difficult for me to help.

Have you contacted Alpine to see if one was every printed? I've never seen one.
