I doesn't hurt to populate both boards with C7/R16. The external connections to the GND or GNDR connector terminals configures the use of the ground loop breaker.
I had a peek at the pcb after I asked, and through the light you can clearly see gnd bypassing the GLB going from gndr … great work!
