Default polarity of Xicon electrolytics

I thave some new Xicon electrolytic capacitors and am wondering if I installed them backwards.

Normally electrolytics have a black stripe with arrows and minus signs pointing to the negative end. These have no arrows.

One end of the cap is black, which I assummed is the negative.

But, that end is also the one with the dent in it, which on the older elctrolytics is the positive. Also, the other end appears to be the outer can.

The Xicon is from Mouser (page #594)

If you're interested, I got an old Tektronix T932A scope on eBay, but the power led was blinking, which means the PS voltages are out of spec, so I got new electrolytics. Now the power doesn't come on at all.

There is a possibility that the new Xicons are the problem since they are +- 20%.
