Starting with a 150 VAC supply you won't get 220 VDC IMO.
200VDC after the choke at best I'd say?

OK, try a SET 6B4 (2a3 with 6V filament) and assume some access to scavenged/used stuff...
(Prices from triodeelectronics.com and others)
2x sovtek 6B4G $59.95
2x sovtek 6SN7 $19.90
2x Hammond 125ESE $70.00
Scavenged power tranny & choke & chassis, diode rectifier...
Various other parts (resistors & caps) ~$50
Hey presto! cheap and choice. And about 8W, you can run the sovtek 2a3/6B4 at 30W dissipation quite happily. I can't find my favourite 2a3 schematic at the moment, but there are a lot around.
You don't need to spend thousands to build something good.
